Fraud blocks may be in place for certain stores and these blocks will usually decline a Credit or signature-based transaction. Blocks are necessary when we see fraudsters targeting specific stores or specific types of transactions. Signature-based transactions are currently blocked for the following states: Arkansas, California, Connecticut, Delaware, Massachusetts, Maryland, Minnesota, Nevada, New York, New Jersey, Pennsylvania, Rhode Island, Texas, and Virginia.
